Summary:
To ensure the fiscal responsibility of clients and to enhance VHS revenue, the Fee Counselor initiates and maintains the process of assisting consumers in determining the Federal, State, County and/or Municipal entitlement programs for which the consumer may qualify; meets with consumer to discuss fees and acts as liaison with clinical and support staff.

Responsibilities:
1.
Must be certified or be able to become certified, to assist clients with the applications for Presumptive Medicaid Eligibility, New Jersey Family Care, Get Covered New Jersey and State Fund.
2.
Obtain financial information and documentation to determine fees for service.
3.
Assist in determining financial eligibility of client for entitlements such as Medicaid.
Provides other social service information to client, including referrals to SSI, local assistance, Medicare, food stamps, social security and pharmaceutical assistance.
4.
Re-evaluates client's financial eligibility on an ongoing basis.
5.
Collaborate with clinical staff to set up payment plans for clients in arrears.
6.
Provides backup to the Access Liaison.
7.
Develop expert proficiency in EMR/CareLogic.
8.
Maintains a scheduled presence in Dumont and Englewood offices for client and staff interaction.
9.
Demonstrates knowledge of community services available to clients.
10.
Manages Medicaid authorizations for Community Support Services and Partial Care programs.
11.
Manages out-patient and partial care services for State Fund billing.
12.
Assists clients with questions about balance due billing and determine payment schedule.
13.
Adhere to requirements in General Skills Evaluation.
14.
Will perform other duties and responsibilities as requested by VHS management without giving up the right to the grievance process.

Qualifications:
EDUCATION:
Bachelor's Degree from an accredited college, university or a high school diploma with two to four years applicable experience.
EXPERIENCE/KNOWLEDGE:
Proficient in computers; knowledge of community services available to clients.
PHYSICAL:
Mobility and ability to bend and reach during a 7 to 10 hour day.
Visual and auditory acuity sufficient to evaluate, treat and monitor client needs and to maintain accurate records.
Fine motor skills for legible and accurate writing of reports, progress notes, correspondence and presentation either manually or orally.
Work endurance ability to work an 8-hour day with -hour break.
